Having that rotation doesn't mean you'll be turning the wheel that much, and it's not like an FPS where having a faster turning ratio makes you better. This is often done with speed sensitivity, but still creates a system where turning will be non-linear, creating an inconsistent environment. The issue with wheels under 900 degrees is that they suffer from an issue where the areas on the sides will be more sensitive to allow the user to make fine adjustments but still turn the wheel the full direction. What it does is for most vehicles is grant you the ability to run a 1:1 ratio of cars that run up to 900 degrees.
